Home Delivery - Requested

How your opt-in newspaper subscriptions may qualify as qualified home delivery - requested.

Subscriptions requested by individuals, that are nonpaid or paid for by a third party, are eligible as qualified home delivery–requested if the following requirements are met:

  • Delivery is to residences for personal use by the recipients.
  • The recipients opt-in (request) delivery. The opt-in should include the following:
    • Name of the newspaper
    • Expressly ask for recipient to accept delivery
    • Recipient’s name and street address
    • Recipient’s signature and date signed
    • Recipient’s phone number and email, when possible
  • Every issue presents the recipient with a clear and conspicuous notice to opt-out of delivery.
  • The subscription term is at least 12 consecutive weeks. For terms less than 12 weeks please refer to qualified home delivery – targeted.
  • For subscriptions longer than one year, an annual effort is made to contact recipients and provide clear, simple instructions to opt-out of delivery. This communication may be direct via mail, email or phone (robocall is acceptable). An "aging" of the requests is included in AAM reporting.
  • Limit of one qualified subscription per household.
  • Records are maintained by the publication to confirm the recipient’s request, delivery and opt-out efforts.
  • See AAM Rule C 3.3 Other Qualified Distribution, section (a).

Payment for home delivery subscriptions may be obtained from a third party. However, AAM’s qualification, review and audit processes won’t govern or consider financial transactions. The copies are still classified as qualified home delivery-targeted for AAM reporting purposes.

Note: Qualified home delivery-requested circulation may not include copies generated from a paid subscription offer in which payment was never made (credit and arrears copies). These copies remain in paid circulation and are subject to the 4 percent allowance. See AAM Policy Related to Carrier Delivery.
